Recent blasting came as unpleasant surprise

As a resident of Wall Street in Canton, I am signed up for all of the town-wide emergency notifications, both by phone and email. On Thursday, October 9, there was apparently some blasting that occurred in the town. I had no knowledge of this.
When I got home that day, my dog watcher was still there, so I knew something was wrong. He said that by the time he got to my house, my dog was shaking like a leaf. He heard the blasting. It was so loud, he said it made him nervous. He said it sounded like it was in my yard. He even told me to check the house because it was that bad. He couldn’t leave my dog even after the blasting had stopped because she was such a wreck. Now had I known this was going to occur, I never would have left my dog home alone. I would have made other arrangements. This is inexcusable.
I called the selectmen’s office, and the person who answered the phone said there was an all-call. Well, I know that to be incorrect, because I never received any such notification and I am on all of the notification lists. She said there was a sign on the road. Well, I live close to Canton Center train stop and so I walk there every day; I do not drive Monday through Friday.
I can get an email telling me they are flushing the hydrants, but not one that says they are going to set off explosives outside my door? There was definitely a failure to communicate. This should be a concern of all town residents.
